Your UKHospitality Update: survey reveals impact of COVID-19

Dear Berin,

UKHospitality has conducted comprehensive research into the impact of
the Government imposed lockdown, expectations around recovery and on the
level of financial support getting through to businesses all of which
paints a gloomy but informative picture.

UKHospitality continues to intensively lobby Government on furlough
extension and flexibility, rent provisions and lack of business rates
support for a large proportion of hospitality businesses. UKHospitality
is also focusing on plans for re-opening working with a number of
members from across the industry.

Today is the last chance to feed into the Pathways to Recovery Inquiry
and we ask that you please provide your thoughts to our short
consultation to help provide the most robust insight into what our
industry requires to reopen and lobby Government accordingly.

UPDATE

  The Prime Minister said on Thursday that Britain had now passed the
CV19 infection peak and is on the downward slope but urged continued
caution. There has been a 16% decrease in the number of people in
hospital with COVID-19, and the 'R' value - or rate of infection - is
between 0.6-0.9 across the country.
He confirmed that next week he would set out a comprehensive plan for
exiting the lockdown: getting children back to school; travel to work
and safer workplaces; steps to get the economy moving; strategy for
continuing to suppress infections through restart to avoid a second
lockdown. You can read the Prime Minister's statement here.
The Scottish Government has announced a change in the advice on
travelling on public transport, recommending that face coverings should
be worn.

UKHOSPITALITY TRACKER REPORTS SALE DROP

  A new UKHospitality Quarterly Tracker, launched in partnership with
CGA, has revealed the sector has seen sales decline 21.3% in the first
quarter of 2020. It is the most comprehensive analysis of the UK
hospitality market ever undertaken, combining data from all sub-segments
of hospitality, and reveals the impact of the imposed lockdown. The drop
in trading across the nation's pubs, hotels, restaurants, bars, clubs
and attractions in the first three months of the year is concentrated in
March as figures show total annualised sales across the hospitality
sector at £126.8bn, down 2.7% on the previous 12 months.

EXPECTATIONS FOR FUTURE SURVEY RESULTS

  Results from UKHospitality's survey of hospitality businesses have
revealed a gloomy picture of low expectations on recovery for the
industry from operators has prompted renewed calls for urgent
commitments from Government to extend support for the hospitality
sector, as it examines the safest commercially viable route back to
normality, safeguard businesses and more than one million jobs that are
at risk.

TRONCS

  During the latest Treasury Select Committee evidence session, Beth
Russell, director general for tax and welfare at the Treasury, confirmed
the reasoning why Troncs are not being included in the CJRS
calculations is because in some cases the tronc is notified to HMRC, and
in some cases, it's not and so if HMRC were to include it there would be
unfairness in that approach. UKHospitality will be writing to the
Chancellor to address this.

HELP INFORM ON AN INDUSTRY SKILLS STRATEGY

  UKH is working closely with industry-led skills experts, People 1st
International, to understand the CV19 impact on the sector from a
workforce and skills perspective, and to look at how best we can prepare
our workforce for the recovery.

To help inform an industry skills strategy to support the recovery as
businesses rebuild and prepare to open the doors to an evolved
workplace, People 1st International want to hear more from those at the
forefront of dealing with skills and workforce challenges.

Please take 10 minutes to respond to this survey to share your views and
experiences.

The results of this survey will feed directly into a revised skills plan
under the Tourism Sector Deal - underpinned by a strategic skills
recovery plan for the industry-led skills board - as well as providing
critical intelligence to government on the support and measures that are
required for businesses to not just survive, but to prosper long term.

UKHOSPITALITY SUPPORT SURVEY RESULTS

  The results of the first comprehensive survey [8] of the hospitality
sector during the COVID-19 pandemic conducted by UKH, on businesses'
experience on accessing financial support have highlighted flaws in the
level of support provided to businesses during the crisis.

GRANT SUPPORT FOR SCOTTISH SMES NOW OPEN

  The Scottish Government has opened applications [9] for a £100 million
package of additional grant support for SMEs and newly self-employed
people.

The support package includes three funds: a £34m hardship fund for
newly self-employed; a £20m fund for tourism and hospitality and a
£45m fund for vulnerable SMEs. The funds will be administered by local
authorities and enterprise agencies and will begin paying out in early
May. Applications can be made here [10].

BEIS ACCESS TO BUSINESS SUPPORT WEBINAR FOR SMES

  Register to join [11] a free webinar hosted by the Department for
Business, Energy and Industrial Strategy at 11am on Tuesday 5 May to
find out how small business can access the coronavirus business support
measures that have been made available to UK businesses.

The webinar will cover eligibility for small business grants
Applying for a loan, tax and claiming for wages through the Coronavirus
Job Retention Scheme. You will have the opportunity to ask questions
during the webinar.

LETTERS TO THE CHANCELLOR CALLING FOR CONTINUED SUPPORT

  Nickie Aiken MP sent a letter [12] to the Chancellor with copies also
sent to the Secretaries of State at BEIS, DfT & DCMS urging the
Chancellor to take into consideration the specific requirements of those
businesses whose income relies wholly or partly on spending by
international visitors to the UK. Ms Aiken also suggested that any
reopening of these businesses without some continuing temporary business
support will result in significant closures and job losses due to the
forecast that these customers are not expected to return in significant
numbers before the first or second quarter of 2021.

Chief Executives from Europe Airlines UK and Western Swissport also
highlighting in a letter to the Chancellor [13] and supplemented by an
evidence paper that the need for continued support will be needed.

Restaurant bosses, encourage by UKHospitality have also written [14] to
the Chancellor calling for continued support including the need for
flexible and extended furloughs.

RECOVERY ROUNDTABLES

  Following Thursday's successful webinar on Tourism and Recovery post
COVID-19, UKHospitality will be hosting a second roundtable session on
Monday 4th May from 10:00am-11:30am, focusing on businesses in the
hospitality sector. As with all of our recovery webinars, this will
closely mirror the APPG for Hospitality and Tourism's 'Pathways to
Recovery' Inquiry. These themes are:

        * Government support
        * Achieving business compliance
        * Supply chain re-activation
        * Stimulating demand for the sector

The panellists for the session will be Phil Tate- CGA, Kris Gumbrell-
Brewhouse and Kitchen, Simon Thomas- Hippodrome Casino and Zoe Bowley-
Pizza Express.

GUIDE FOR TRAVEL INDUSTRY

  A free online guide for travel industry businesses caught amidst the
COVID-19 coronavirus pandemic has launched. The guide, available at the
business companion website [16], gives travel businesses an expert
rundown of the current state of play, and what their options are
according to UK travel law.

CMA ACTION ON CANCELLATION AND REFUND RIGHTS

  The CMA has launched a programme of work to investigate reports [17] of
businesses failing to respect cancellation and refund rights during the
COVID-19 pandemic. These account for 4 out of 5 complaints received into
the CMA Covid Taskforce and include businesses refusing refunds,
pressuring people to accept vouchers for holiday accommodation, weddings
and private events and these will now be investigated.

GUIDANCE ON TEMPORARY CHANGES TO THE DESTRUCTION OF SOME ALCOHOLS

  HMRC has updated its guidance [18] on temporary changes to the
destruction of spoilt beer, cider, wine or made-wine for brewers, cider
producers, wine makers and publicans.

NORTHERN COMMITTEE

  On Thursday, the Northern Committee met virtually in its new format.
UKH members along with affiliate members from the Manchester Hotels
Association, the Lake District Hotels Association, the North West Hotels
Association and the Liverpool hotels Association heard updates on
business support available for hospitality businesses and had the
opportunity to input into the industry's reopening proposals. The
Coronavirus Job Retention Scheme, social distancing and hygiene measures
during recovery were discussed. The session was well received, and a
further meeting will be scheduled in a month's time.
